Judge summons nine CCMA executives to testify

A court in Sant Feliu de Llobregat has summoned nine top executives of the Catalan Media Corporation (CCMA) to testify in a case of abuse of power and embezzlement. The investigation is based on an Audit Office report.


A judge has brought charges against the management of the Catalan Media Corporation (CCMA) based on a report (2/2025) from the Sindicatura de Cuentas (Audit Office) regarding the entity's management. The basis for the complaint and the charges are the facts described in this report. The judge initiated the investigation, considering that the facts "may constitute a crime under Article 757 of the Criminal Procedure Law," and has ordered nine members of the current CCMA board to be heard as suspects. According to SCC, they are accused of crimes including abuse of authority, embezzlement of public funds, failure to report crimes, and illicit management of public resources. The testimonies of the suspects—the seven members of the government board, the director of the Telethon, and another executive—are scheduled for the second quarter of 2026. In the complaint, filed on April 29, the civic entity highlights the irregularities noted in the Audit Office's report for the 2021 and 2022 fiscal years. Among the irregularities are: paying "88% and 120% of the commercial objectives' remuneration to some executives, above the 25% limit set by the Generalitat Budget Law"; the "full annual remuneration of four corporate executives exceeded that of a counselor of the Generalitat, contrary to regulations"; and the "full remuneration of the director of the TV3 Telethon Foundation in 2023 exceeded that of a Secretary General, without the required approval by the Govern". It was also noted that the CCMA's 35-hour workweek in 2021 and 2022 "did not meet the legal requirements" to establish such a schedule. The Audit Office also observed "deficiencies in the bases of the selection process for the directors" of TV3 and Catalunya Ràdio.
