This Tuesday at the Supreme Court, Koldo García, former advisor to former Minister of Transport José Luis Ábalos, submitted a series of medical reports to warn about possible discrepancies in his handwriting, due to recent surgical interventions on his cervical spine, shoulder, and arm. Amid an investigation into alleged irregularities, García voluntarily submitted his writing for examination, although he noted that his current handwriting could differ from that of four years ago.
During his statement, Víctor de Aldama mentioned the existence of a supposed system of pre-award allocations at the Ministry of Transport, where companies paid commissions to secure the awarding of public works. These statements pointed to possible involvement of Koldo García and others in such practices.
According to Aldama, the documents submitted included marginal notes accusing García of participating in a kickback scheme. Furthermore, it was noted that some awarded companies had links with him, which would support the theory of his participation in the alleged system.
The investigating judge of the case has indicated that, for the moment, these accusations have not been corroborated. Aldama also delivered a similar document with works from the General Directorate of Roads and marginal annotations, although it was confirmed that one of the mentioned companies had not even participated in the bidding.
During the handwriting examination to which Koldo García was subjected, he wrote dictated words and numbers on sheets. Additionally, he presented tables with segments of roads underlined in different colors, depending on whether they had been previously awarded or not. In total, García submitted 21 medical reports to warn about possible variations in his handwriting.
