Controversial Contract Modification in Quintanar del Rey

The former mayor and two councilors of Quintanar del Rey face trial for alleged mismanagement regarding a public contract modification. They are accused of failing to follow legal procedures and holding private meetings with the contractor. The case raises serious questions about transparency in local government.


On April 15, the contract was formally awarded to Tecesa for 75,151.89 euros. However, in September, the company formally requested a modification to add an additional amount of 36,515.34 euros. According to the accusation, this amount had already been invoiced by the company at that time, executing the expansion of work simultaneously with the original work.

The mayor and the members of the Corporation, despite being aware of not having followed the legally prescribed procedure, brought the modification to the Governing Board for approval, despite the negative report from the auditor. The approval of the already executed invoice took place in an extraordinary session of the Governing Board on October 7, with the favorable vote of the mayor and his two councilors.

On October 9, Martín Cebrián summoned the PP and Podemos to address a "problem," intending to obtain approval, without informing the auditor or the other bidding companies. This deprived the other companies of the opportunity to know the terms of the bidding, and the accused were aware that a new public bidding should be carried out.

Finally, on December 3, in the municipal plenary session, the mayor "expressly" acknowledged his responsibility in the private meeting with the company before the award and the authorization of changes to the initial project, which were approved "without the knowledge or consent of the Audit."

In that meeting, a modification of the initial contract was proposed, with an increase of 36,515.34 euros, and Tecesa received the highest score for a total execution amount of 75,151.89 euros including VAT. Before the award, a private re-planning meeting was organized, attended by the technical management, the municipal technician, and the company.

Martín Cebrián, former socialist mayor of Quintanar del Rey, and two councilors face ten years of disqualification for the crime of administrative prevarication in the trial that will be held this Wednesday in the Provincial Court of Cuenca. The events, dating back to 2020, are related to the adaptation works of the Santa Lucía pavilion as an auditorium, to which eight companies submitted bids.
