Andalusia Reaches Agreement on New Healthcare Staffing System

The government of Andalusia has unanimously agreed with unions on a new, transparent, and efficient healthcare staffing system (Pacto de Bolsa). The new system simplifies bureaucracy, incentivizes professionals, and speeds up the filling of vacancies.


The Andalusian regional government has reached an agreement to streamline the hiring process for the Servicio Andaluz de Salud (SAS). This new "Pacto de Bolsa" (Healthcare Staffing Agreement) aims to bring order, simplicity, and security to the system, affecting all healthcare professionals.

The previous system, in place since 2008, was criticized for being excessively complex, generating insecurity, and imposing a very high administrative burden. It created a sense of opaque and unequal job opportunities and often forced professionals to spend significant amounts of money.

Key changes introduced by the new agreement include:

  • Transparency and Equity: The new system is designed to be open, predictable, and fair, with clear and common rules that are regularly updated.
  • Reduced Bureaucracy: It simplifies the administrative process, removing excessive complexity.
  • Incentive for Public Service: Professionals now earn points for the public service exam even if they do not pass, encouraging them to apply and ensuring their efforts are recognized.
  • Agility: The hiring process becomes faster, facilitating quicker placements for leaves of absence, emergencies, and other needs without losing guarantees.
  • Integration of MIR Doctors: Medical residents (MIR) will now enter the staffing pool directly the day after completing their residency, ranked by their exam scores.

The agreement was reached with the unanimous support of all Andalusian public healthcare unions (Satse, SMA-F, CSIF, CC.OO. and UGT). According to the regional Health Minister, Antonio Sanz, this is a "historic day" that will provide more continuous care, reduce vacancies, and improve the efficiency of public services. The new system is expected to be launched between late January and early February.
