
The Tax Agency has taken another step to facilitate tax payments for taxpayers. In the income campaign, which will take place between April and June, all taxpayers will be offered extensive payment options, including the option to use Bizum. For the first time, the Treasury has recognized that a non-bank entity may manage taxes.
González, a representative of the Tax Agency, stated that the main objective is to simplify the payment process for taxpayers, considering the evolution of their preferences and habits, which have been significantly altered since the onset of the pandemic.
In a recent update of its systems, the Tax Agency has allowed for the first time that taxpayers can pay taxes through non-bank entities, such as payment or electronic money institutions. Qonto has been the first payment entity to be admitted to carry out this management.
A law that came into effect at the beginning of February this year allows payment and electronic money institutions, supervised by the Bank of Spain but without a banking license, to manage tax payments and the relationship with the Treasury. However, this regulation still does not allow these entities to operate with Social Security to manage aspects such as pension payments or the minimum vital income, as well as monthly self-employed contributions.
Moreover, the Tax Agency is working on updating its systems to allow taxpayers to pay declarations using Bizum. The idea is that for next year's income declaration, it will already be possible to pay through this platform if payment is required. Additionally, the variety of cards that can be used for payments in case of owing on the declaration will be expanded.
The General Director of the Tax Agency, Soledad Fernández, confirmed that the intention is to enable a payment option with these new modalities in the first quarter of 2025, starting with periodic declarations such as VAT, with the aim of implementing it in a campaign of smaller scale than the Income campaign.
According to data from the Bank of Spain up to 2022, 36% of citizens use Bizum and 32% use cards for recurring payments, percentages that have likely increased due to the evolution of payment systems in society.
