Senator Cristina Casanueva of the People's Party (PP) for Córdoba has stated that it is "a great scandal that we have to find out through the Official State Gazette (BOE) that the Government has excluded the Badajoz-Espiel stretch from the environmental study for the conversion of the N-432 into a motorway."
According to the senator, in March 2025, in another parliamentary response, the Government stated that the environmental impact declaration was in the technical analysis phase before the corresponding environmental impact resolution would be issued.
This document indicates that during the environmental assessment procedure, on July 24, 2023, the project promoter explicitly withdrew from the environmental assessment of the stretch between the A-66 motorway, Zafra (Badajoz) and Espiel (Córdoba).
Deception, according to the PP
"The PSOE has been lying throughout the legislature about the feasibility study up to Espiel, when the ministry itself had excluded it in 2023," Senator Casanueva criticized, announcing that the Córdoba senators have registered a series of initiatives demanding a copy of the Ministry of Transport's letter in the environmental assessment procedure for the feasibility study, which states that it modifies the scope of the A-81 Feasibility Study subject to environmental impact assessment, thus explicitly withdrawing from the corresponding environmental assessment for the stretch between the A-66 motorway and Espiel (Córdoba).
Casanueva recalled how in November 2023, the Government assured in a parliamentary response that it had sent the feasibility study for the Badajoz-Espiel stretch to the Ministry of Ecological Transition to request the environmental impact declaration. "They have been lying to everyone since 2023 when they excluded this stretch from the environmental study," she stated.
Recently, we learned of the resolution of October 28, 2025, from the Directorate General for Quality and Environmental Assessment, which issues the environmental impact declaration for the A-81 motorway feasibility study, Badajoz-Córdoba-Granada, Badajoz-Espiel stretch. And in June 2025 (just five months ago), it again responded that the environmental impact assessment was still pending.
"This is the way the Socialist Party does politics—lying and manipulating people, playing with their expectations and their future, leaving aside two entire regions, Los Pedroches and Guadiato, and the communication needs of the entire province of Córdoba, ignoring the problem of depopulation and the rural world and the thousands of Cordobans who live in it," Casanueva concluded.
She also lamented that during this time, the PSOE of Córdoba, the Government Sub-delegate in Córdoba, and many of its leaders have continued with this deception, assuring that the project was moving forward and being complicit in a massive prank against all Cordobans.
The senator asked the Executive for the criteria that led it in 2023 to withdraw from the assessment of the feasibility study for the A-81 motorway stretch between the A-66 and Espiel. She also demanded information on the status of the feasibility study and its environmental assessment for the stretch between the A-66 and Espiel.
The Government of Spain, of the Socialist Party, has been lying to all Cordobans for two years about the future of the N-432 in the province of Córdoba.

Similarly, Casanueva lamented that the Sánchez and Montero Government "once again has resorted to lying every time the Córdoba senators of the PP have asked about this infrastructure in the Senate."
"One lie after another from the most lying government in the history of Spain and which is doing enormous damage to the province of Córdoba," Casanueva said. "Now we know that it was nothing more than a kick forward when they knew they would never make this infrastructure a reality," Casanueva said.
