
The Generalitat of Catalonia has created a group of experts led by the economist Martí Carnicer to design the architecture of a new singular financing model, including a Catalan quota agreed upon by the PSC with ERC. This team will work in coordination with the Department of Economy and will be fundamental to implementing the agreement and designing the new system.
In an interview on La Ser, the Minister of Economy and Finance, Alícia Romero, announced this decision at a time when the PSC is negotiating the Generalitat's budgets for 2025 with ERC. The goal is to coordinate all work related to this new financing model, based on participation in taxes and a contribution to solidarity with other autonomous communities.
The group of experts includes people like Marta Espasa, Maite Vilalta Ferrer, Vicent Soler Marco, Alejandro Esteller Moré, Joan Ramon Rovira Homs, and Jesús Ruiz-Huerta Carbonell, with various academic and professional profiles in the economic field. This team will be responsible for developing a proposal to be presented to the Ministry of Finance to begin negotiations with the Spanish Government.
Additionally, another Group of Experts has been created to advise the Department on the deployment of the new singular financing system, providing knowledge about different models of subnational financing and supporting implementation efforts. Both groups will need to take into account various political sensitivities and the possibility that the model may be applicable to other autonomous communities in the future.
