Carles Puigdemont's party has opted for the only formula that depends solely on them: the blocking of the Congress, thereby demonstrating that Pedro Sánchez no longer has the majority that invested him to continue governing. The spokesperson for the separatist party in the Lower House, Míriam Nogueras, explained this Thursday that her parliamentary group had presented an amendment to the entirety of 24 laws that the Government had pushed in recent weeks and that were under debate in the parliament. These include the Law to modify the University System, the Law on digital services and regulation of the media, the Law for the transposition of EU Directive 2024/1226, and the Law on the control and inspection of maritime fishing. In her appearance in Congress, accompanied by the representatives of Junts in Congress and the Senate, Nogueras also announced yesterday that her party will vote against the 21 laws that are already finishing their processing and that the 9 laws that have passed the Council of Ministers but have not yet reached the parliament will also receive amendments to the entirety when they arrive in Congress. In this way, with the rejection of the seven parliamentarians of Junts, unless PP or Vox give support to the coalition government, the different norms will not even pass the first step in Congress. Sánchez's Executive thus faces an unprecedented legislative blockade that puts the viability of the legislature at risk. They also plan to support the Cinema Law and the Social Economy Promotion Law. Government sources insist that they will maintain the dialogue path, but they recognize that without the support of Junts —and with PP and Vox in the opposition—, most of these laws will not pass their entirety debate and will be returned to the Council of Ministers, paralyzing much of its political program. Among the affected laws, beyond the General State Budgets (PGE) that Junts will not even negotiate, there are texts of deep social, economic, and environmental significance, as well as issues that the Sánchez-led cabinet had made its banner, such as the 'Bolaños Law' on access to Justice or the reduction of the working day, which the separatists already made fall through a few weeks ago and that Yolanda Díaz promised to promote again. In the social sphere, the Law of Families, the Law on the universality of the National Health System, and the Law to consolidate equity and cohesion of the National Health System stand out, pillars of the Executive's social action. Junts has also amended the Law on social inclusion and the Law on labor inclusion of people with disabilities, as well as the Law on the prevention of alcohol consumption in minors. In the economic and industrial sphere, the blockade will affect the Law of Industry and Strategic Autonomy, the Law on corporate information on sustainability, the Law on collective actions for the defense of consumers, the Law on administrators and purchasers of credits, the Law to prevent reduflation, and the Law on the trade of greenhouse gas emissions. Thus, the separatist offensive against the Executive's legislative action, which seeks to put Sánchez against the ropes and in front of the mirror that 'he can only stay in power, in no case govern', will end up affecting more than fifty regulatory texts that must be debated in the Carrera de San Jerónimo until the end of the legislature. The five laws that are spared Junts will only support three laws agreed upon prior to the rupture, 'since we will comply with what was agreed before'. Likewise, norms such as the Law on the restoration of the National Energy Commission and the Law on patrimonial liability for damages derived from the infringement of European Union law will be affected. Junts legislative veto to the government. Affected laws, according to Puigdemont's Law of Families Law on the universality of the National Health System Law to consolidate equity and cohesion of the National Health System Law on the restoration of the National Energy Commission Law on corporate information on sustainability Law of Industry and Strategic Autonomy Law on collective actions for the defense of consumers Law on administrators and purchasers of credits Law on the prevention of alcohol consumption by minors Organic Law of the Electoral Regime Law on social inclusion of people with disabilities Law on Classified Information Law on digital services and regulation of the media Law on patrimonial liability for damages derived from the infringement of European Union Law Law to prevent reduflation Law on the trade of greenhouse gas emissions Law to modify the University System Law on labor inclusion of people with disabilities Law for the protection of freedom of expression Law on universal jurisdiction Law on foreign trade and defense matters Law for the transposition of EU Directive 2024/1226 Law on the control, inspection, and sanctioning regime of maritime fishing Law for the regulation of telematic voting in the transfers of the governing bodies of public administrations. Key projects in institutional and democratic matters will also be paralyzed, such as the reform of the Organic Law of the Electoral Regime (LOREG), the Law on Classified Information, the Law on universal jurisdiction, the Law for the protection of freedom of expression, and the Law on foreign trade and defense matters. In total, they will 'pardon' five laws: two that will be voted on in Plenary next week for their sending to the Senate (sustainable mobility and the law on customer service, because it will oblige to provide these services in the co-official languages) and they will maintain their support for the decree that allocates funding to the Law for the care of ALS patients. Junts moves to action and makes the rupture with the PSOE, announced and ratified by its bases last week, have the first consequences.
