Judge José Ignacio Vilaplana is investigating irregularities in the defunct Andalusian Foundation for Training and Employment, known as Faffe. In this regard, documentation has been requested regarding a dozen relatives of leaders and positions of the PSOE who were hired through this public entity in the Junta de Andalucía. The emails used instructed on whom to place and with which positions they were related.
Among those under investigation who will have to appear is Fernando Villén Rueda, former general director of Faffe and former Secretary of Employment in the Andalusian PSOE Executive. For similar acts, he was sentenced to prison in September 2023. The former economic-financial director of Faffe, Anna Valls Roc, will also have to testify as a suspect.
The investigation by the Central Operational Unit of the Civil Guard has revealed possible cases of nepotism and contract rigging in Faffe. Evidence has been found of hiring directed at individuals who maintained friendship, family, or political affinity with officials of the Andalusian Administration.
Faffe received about 300 million euros in public funds between 2003 and 2011, without justifying 55 million of them. A system of external 'jobs for the boys' was discovered through supplier companies, where the hired individuals were relatives of political officials. After the dissolution of Faffe, they became part of the Andalusian Employment Service.
The judge has charged 21 former officials of Faffe and businessmen with crimes of prevarication and embezzlement of public funds in this investigation. Information has been requested from Social Security, and alleged irregular contracts and nepotism in the foundation are being investigated.
